For this i would say best time to do any pranayma is morning time but this doesn't mean that you can't perform pranayama or yoga at evening yes you can do that time also like is someone has very tight schedule he works late night for them wake up early in morning is not possible for them they don't have any other option but if its possible than i would suggest morning time is best for this pranayama and also don't perform this pranayama at room or any place which is close always perform kapalbhati pranayama in under open sky like ground.

And answer is no always perform yoga in empty stomach otherwise you fell vomating sensation and one more important thing i like to add here is when performing yoga you have to be in vajrasana position or padmasana position these the most basic position that you have to follow while performing any kind of pranayama and also when you perform any kind of pranayama never be in hurry otherwise it will cause you some other problems when you breath in and breath out be relax because this prayanama is all about inhaling and exhaling.
